    It's all bureaucracy. Many colleges won't let you take music classes at all unless you are enrolled as a full-time music student in that major. So, if you were studying business, you wouldn't be able to take a music theory class at all because it's reserved for music majors. It makes sense bureaucratically, but doesn't make much sense for students trying to broaden their skills and knowledge into different subjects.
