I think what trips up those of used to playing 4/4 in 99% of the time is that here we are looking for six notes on the pulse, but it's not sextuplets (2 groups of 3) but 3 groups of 2 instead. A lot...

If you've got to fit a tune within an octave having different key notes would be useful as it would be otherwise even more limiting than it is already.

In the 1st bar all but one of the chromatic notes is on the weak 2 & 4 1/16 of the beat and it sounds like the classic "filling in the gaps" type licks that even dedicated "stuck in the box" pent...
In standard and then capo, no detuning down - I think this was partly to fit things into Morrisey's vocal range, but it anyway contributes to the sound.

As "high-strung" mentioned Johnny Marr was tuning up a tone quite a lot in the early days. But, as he found out, you're going to break a lot of strings like that so it's a lot easier to use a capo !!...

Good answer Jed.. but one typo as there are normally only two (triplet) beats in 6/8 (compound time). Bringing that in kind of screws up the time signature definition, but simple time and compound...
